On December 23, 2020, the Presidential Committee on the Fourth Industrial Revolution deliberated on and adopted 「the National Guidelines for Artificial Intelligence (AI) Ethics」 prepared by the Ministry of Science and ICT (MSIT) and the Korea Information Society Development Institute (KISDI).

As AI technologies and services become more commonplace in our lives, the issue of ethical violations (e.g., misuse and abuse of technology, discrimination by biased algorithms, privacy violations, and deepfake crimes) is coming to light, leading to growing social concern.
Necessity for Ethical Approaches to AI
- ① Rigid legal norms are inadequate to cope with fast-changing technological and social environments.
- ② Excessive regulation of AI may hamper industrial growth and national competitiveness.
Established the National Guidelines for Al Ethics as a safeguard and self-regulation mechanism to ensure the prompt response to and resolution of AI issues and appropriate development and utilization of AI
Goals of the National Guidelines for AI Ethics
- ① Standards that can be referenced by all members of society throughout the AI system lifecycle
- ② General principles applicable across fields: enable flexible development of detailed norms appropriate for each field
- ③ Application as self-regulation norms, not as laws or rules
- ④ A platform that promotes the discussion and development of emerging ethical issues in AI
